Action Alert: Upcoming Conn. General Assembly Hearings

In this difficult budget climate, we are deeply appreciative of the Gov. Dannel Malloy’s continued commitment to programs aimed at ending homelessness and providing affordable, safe housing choices for every resident of Connecticut.

The Governor is committed to meeting the goals of Zero: 2016 and his proposals seek to continue the momentum he has sparked for ending Veterans’ homelessness by the end of 2015 and chronic homelessness by the end of 2016.

Specifically, Gov. Malloy proposes:

  • $405 million in new bonding over the biennium for affordable housing and programs to end homelessness. This includes $15 million in each year of the biennium for a new homelessness prevention and response capital fund in the Department of Housing.
  • $1 million in fiscal 2016 and $2 million in fiscal 2017 for DMHAS services and another $1 million in 2016 and $2 million in 2017 for DOH rental subsidies to support a total of 200 new units of supportive housing related to the Governor’s Second Chance Initiative – the Connecticut Collaborative on Re-Entry (formally known as FUSE) to serve those who frequently cycle through the criminal justice system and homeless shelter services.
  • $1 million in each year for wraparound services for individuals who are chronically homeless as part of the Governor’s Zero: 2016 initiative.
  • Maintaining the Homeless Youth Program.
  • $8 million in bonding for transit-oriented development and pre-development activities in the Office of Policy and Management.
  • $5 million in bonding in each year for a Responsible Growth Incentive Fund in OPM.
  • An additional $5 million each year in the Department of Labor for the Step-Up Program, a job training and incentive program to assist those who are unemployed.

2. Submit Written Testimony for March 2, 2015 Appropriations Hearings on Department of Housing Budget FY2016-FY2017

Submit written testimony supporting the Governor’s proposed budget and his strategic investments in housing Connecticut’s most vulnerable.
