On February 17, 2009, new resources for homelessness prevention and re-housing became available through the American Recovery and Reinvestment Act (aka the "stimulus bill"). Of the $1.5 billion special allocation of funding to be made through the HUD Emergency Shelter Grant (ESG) program, close to $17 million in total came to the State of Connecticut and five entitlement communities (Bridgeport, Hartford, New Britain, New Haven, and Waterbury).
Stated simply, CT has a one-time opportunity to address an escalating crisis as more families turn to an already overcrowded shelter system. We can create lasting change by implementing a housing based, not shelter based, intervention for those facing catastrophic housing and economic crisis in CT.
